PAGE: How effectively are the labor laws being implemented in Pakistan and what immediate changes are required?
Dr. Khusro Iqbal:Â In Pakistan labor law sets the rights and duties for employees, labor unions, and employers. Labor law’s basic aim is to remedy the inequality of bargaining power between employees and employers, especially employers organized in the corporate or other forms of ownership association. Labor law in Pakistan is broad and contains several ordinances, acts, rules and regulations and all other statutes relating to industrial, commercial and labor establishments. The labor law being implemented in Pakistan needs to more focus on social and economic well-being of the people. Rather, it should be one of the very significant principal objectives of the government. Labor policy, like policies in other fields, should also aim in attaining the objectives in a manner best suited to the resources of the country and the state of economy. There is an equally genuine requirement to create among workers and employers, a better awareness of their obligations to the national objectives stated above. At the same time, the Government should recognize that workers and employers must enjoy reasonable benefits as can be sustained by the economy without suffering setbacks.
PAGE: Your views on organization development concepts in the corporate sector of Pakistan:
Dr. Khusro Iqbal:Â Organizational development is the process of looking at an organization’s current state, where it wants to go, and determining how it will get to that point. This process takes some hard analysis of the organization and its culture, plus the possibility of major change always exists. Organizational development in HR involves changes and improvement of the processes and structures that are part of HR’s responsibility. These include processes and systems related to performance management, talent management, diversity, employee wellness, and so on. In Pakistan service and manufacturing industry, organizational development focuses on increased communication to influence employees to bring about desired changes. The need for employee development stems from constant industry and market changes. This causes an organization to regularly enhance employee skills to meet evolving market requirements. Organization development has come in to popular usage in recent years in business organizations of Pakistan. Organizations are important because they produce job opportunities. Pakistan need durable and innovative industrial infrastructure to face the future potential industrial challenges.
